Policy Development and Approval at UMT

Objective

To standardize the development, review, approval, and communication of institutional policies, ensuring alignment with UMT’s strategic and operational goals.

Scope

This SOP applies to all Schools, UMOs, Centers, and individuals involved in policy creation, review, and approval processes.

Procedure

1. Policy Framework Development for Capacity Building

• Identify areas requiring policy support to enhance capacity building.

• Draft policy frameworks outlining objectives, scope, and implementation strategies.

• Engage stakeholders to gather feedback on draft frameworks.

• Revise frameworks based on stakeholder input and best practices.

• Submit finalized frameworks to the Policy Formulation Committee for approval.

• Communicate approved frameworks to all relevant stakeholders.

2. Processing Policy Approvals

• Collect draft policies from policy owners and review them for completeness and alignment.

• Schedule and facilitate meetings of the Policy Formulation Committee to discuss policy drafts.

• Document feedback, suggestions, and decisions from committee discussions.

• Coordinate necessary revisions with policy owners based on committee feedback.

• Submit the revised policies for final approval by the committee.

• Archive all approved policies in the UMT Policy Portal.

3. Coordination with Policy Owners

• Identify and maintain a record of policy owners for each policy under development or review.

• Schedule regular coordination meetings with policy owners to review progress and address challenges.

• Provide standardized templates and drafting guidelines to policy owners.

• Review draft policies for institutional alignment and adherence to standards.

• Facilitate communication between policy owners and the Policy Formulation Committee as needed.

• Maintain proper documentation of coordination activities for transparency and accountability.
