To optimize the allocation and utilization of infrastructure resources by aligning space requirements with annual intake trends, operational needs, and institutional priorities, ensuring efficient planning and supporting UMT’s strategic goals.
Scope
Applies to assessment, planning, rationalization, and allocation of classrooms, labs, offices, and other university facilities based on academic, administrative, and strategic requirements.

Process Description
Data Collection
- Collect student intake projections from Registrar’s Office.
- Obtain faculty/staff expansion plans from Schools, Institutes, Centers.
- Gather existing infrastructure utilization data from OCMS.
Annual Intake and Capacity Analysis
- Analyze student enrollment trends, program expansions, faculty growth.
- Compare intake data against infrastructure capacity.
- Identify potential gaps, surpluses, or future requirements.
Departmental Coordination
- Engage Schools, UMOs, and Centers to validate space requirements.
- Prioritize needs based on academic schedules, faculty and student needs.
- Collect feedback regarding infrastructure challenges.
Resource Assessment and Proposal Development
- Evaluate infrastructure capacity jointly with OCMS.
- Prepare optimization proposals addressing gaps and improvements.
- Assess feasibility of space reallocations or modifications.
Approvals
- Submit rationalization proposals to Director P&D / DG for review.
- Obtain final approvals from President’s Office for major adjustments.
Implementation and Monitoring
- Coordinate approved changes with OCMS for execution.
- Communicate finalized resource adjustments to all stakeholders.
- Monitor implementation and resolve operational challenges.
