The minister oversaw four ministries, each with its own significant responsibilities.
Local Government and Community Development:The Minister effectively managed a Rs 100 Billion
Annual Development Program, revitalized $1 Billion in foreign-funded infrastructure projects, and boosted
auction revenue from 118 cattle markets from Rs 3.56B to Rs 5.7B. Introduced the 1198 ‘Aap ki Baldiyah’
Helpline and digitized the issuance of death, birth, marriage certificates, and property tax, resulting in
transparenct and a Rs 10 Billion revenue increase. Launched a 200,000-ton waste removal initiative, 'Safai
Muhim', enlisted 10,000 youth volunteers, and cut expenses by Rs 1.5B by dismissing 5000 ghost workers
and optimizing fleet routes. The Minister also upgraded parking, street lighting, and significantly improved
essential services such as urban/rural infrastructure, zoning, master planning, land use control, water
supply, sanitation, and the maintenance and development of expressways, bridges, flyovers, and roadways
Transport Department: The Minister led initiatives including a 26,000 Electric Vehicle Program with
interest-free subsidies, offered 3 million free rides on the Orange Line for students, and implemented a
historic 1700km axle load rule to save billions in road repair. Developed a Rs 2.5B non-fare metro revenue
strategy, established District Accident Review Committees, issued the first E-Rikshaw License, increased
vehicle inspections by 47%, upgraded all bus stations in Punjab, initiated a 20MW Metro solarization
project, revamped 200 bus shelters, and launched E-Challaning
The Transport & Mass Transit department focuses on legislation, policy, and planning, managing a 250
million ridership through the operation, regulation, and development of Mass Transit Systems like the
Orange Line Metro Train and Metro Buses in Multan, Lahore, and Rawalpindi. The department regulates
route permits, fares, traffic speeds, parking, and stopping areas, conducts public service vehicle inspections,
manages accident compensation, and administers student concessions and road transport nationalization
policies. Additionally, it ensures vehicle roadworthiness certification, maintains public bus stands, and
handles budgetary and administrative tasks.
Mines & Minerals Department: The Minister led the department to a record revenue of Rs 14.87 Billion,
initiated the Geographical Indication for Pink Rock Salt to enhance exports, crafted a revenue roadmap
targeting Rs 150 Billion, recovered old dues of Rs 7.1B, and transformed PUNJMIN from a loss-making
entity into a profit-making one with Rs 400M in gains.
The Mines & Minerals department, responsible for managing over $4 Trillion in mineral assets, oversees
legislation, policy development, and planning for the exploration and utilization of mineral resources such as
clay, limestone, salt, iron ore, and copper. It collects rents, royalties, and fees, rehabilitates mining areas,
enforces environmental standards, digitizes and shares mineral data, promotes development in the mining
sector, and ensures mine workers' welfare, playing a key role in the marketing of minerals.
Livestock and Dairy Development: The Minister significantly enhanced export values by implementing
the Pakistan Animal Traceability System, registering 150,000 animals and 10,000 farms, and establishing
the first-ever Disease Control Compartment. Facilitated low-cost financing for farmers through a Rs32B
program, initiated cooperative farming in every district, and supported the Green Pakistan Initiative by
dedicating 50,000 acres. Other achievements include a 1.1M cattle breed improvement program, planting
37,000 acres of high-protein fodder, creating the Meat Zone Farmer Incentive Plan, distributing free rams
and bucks to boost mutton production, and adding 7 Veterinary Labs.
The Livestock & Dairy Development (L&DD) sector contributes 15% to the Province’s GDP, with Punjab
producing 62% of the country's milk, 43% of its beef, 32% of mutton, and 75% of poultry. The Ministry's
responsibilities encompass animal health, breed improvement, research, vaccination, extension services,
capacity building for livestock farmers and veterinarians, and managing public complaints via a toll-free
helpline. It also focuses on preserving and enhancing livestock genetic resources and oversees livestock
production on government farms across 75,000 acres.
